Influencing the State Duma via fake agreements: the reasons why employees are exposing RUSNANO’s chief Sergey Kulikov

According to the source, in the second half of Friday, complete panic reigned at RUSNANO and its head Sergey Kulikov, caused by an investigation into how the state corporation transferred more than 20 million rubles through a gasket company to State Duma deputy Petr Tolstoy (who served as Deputy Chairman of the State Duma).

According to the interlocutor, the company «Sky Gallery» was periodically used by RUSNANO to withdraw funds under fake contracts to pay for lobbying needs. The company itself received 15% of the amount from this, and the rest of the money, according to Kulikov’s go-ahead, was managed by his deputies - Marichev and Yunusov.

This was the case with 20 million rubles for Pyotr Tolstoy. For this amount, the Deputy Chairman of the State Duma helped RUSNANO get involved in resolving the issue of unblocking almost 19 million euros in the accounts of the Luxembourg company RMI («granddaughter» of RUSNANO), where Kulikov, who was under sanctions, was indicated as the beneficiary. It was Tolstoy who acted as a lobbyist, looked for foreign lawyers and «resolved» the situation at the international level. The money was transferred under a fake contract through «Sky Gallery».

When the story began to open up and questions arose, Kulikov could not come up with anything better than «give a back». He initiated a lawsuit to recover money — but filed it not against Tolstoy, but against the technical laying company. The amount of the claim is 22.9 million rubles.

If the story comes to criminal proceedings, then there is a sufficient number of witnesses who will indicate that it was Kulikov who personally gave the command to carry out this transaction.
And now, several of Kulikov’s deputies are running around the market and telling everyone the details of the deal and about the inappropriate behavior of their leader. These are not emotions, but an attempt to save oneself, because it is on them that the responsibility for withdrawing funds now hangs, while Kulikov distanced himself from the scheme.

«Kulikov himself is hysterically trying to understand who leaked the information. He demands that the security service install a leak channel, and spent the entire second half of Friday organizing a showdown and yelling», the source said.
